Reporting to the Pension Fund 2018

Submitting reports to the Pension Fund is the responsibility of each economic entity. According to recent changes in legislation, unified forms of documents have been adopted. Submission of the Pension Fund in 2018 takes place in the form ODV-1, SZV-ISKH, SZV-KORR and SZV-STAZH.

Failure to provide documents to the pension fund is one of the grounds for blocking a current account or imposing penalties on the taxpayer.

Submitting a report to the Pension Fund of the Russian Federation is necessary to reflect current information about employees of individual entrepreneurs and organizations. Businessmen and firms that enter into employment contracts with staff and pay salaries are required to provide documents. Reports are submitted to the Pension Fund in electronic or printed form at the place of registration of the employer.

Basis for reporting

The procedure for generating and submitting reports to the Pension Fund in 2018 is regulated by a series of regulations, including:

  • Federal Law dated July 24, 2009 No. 212-FZ.
  • Federal Law dated 01.04.1996 No. 27-FZ.
  • Federal Law dated 04/06/2011 No. 63-FZ.
  • Federal Law No. 149-FZ dated July 27, 2006.

  • Resolution of the Board of the Pension Fund of the Russian Federation dated January 11, 2017 N 3p, which determined the forms EDV-1, SZV-ISKH, SZV-KORR and SZV-STAZH.
  • Resolution of the Board of the Pension Fund of the Russian Federation dated January 16, 2014 No. 2P, which established the rules for filling out documents.
  • Resolution of the Board of the Pension Fund of the Russian Federation dated January 26, 2001 No. 15, regulating the procedure for protecting information.
  • Order of the Board of the Pension Fund of the Russian Federation dated October 11, 2007 No. 190r, describing the features of electronic document management.

Deadlines for submitting documents

The deadline for submitting the report to the Pension Fund of Russia in the form RSV-1, RV-3 on paper is until February 15. If documents are submitted electronically, they must be sent to officials before February 20. SZV-M is submitted by the 15th day of each month following the reporting month.

Providing documents in electronic form is acceptable after registration:

  • Application for connection to the electronic document management database of the pension fund.
  • Agreements with the regional Pension Fund Office.
  • Additional agreement on electronic information interaction.

If an economic entity needs to make adjustments to the report to the Pension Fund filed for previous periods, they are:

  • Corrective report (for the quarter).
  • Initial report (half-year).

How to send reports to the Pension Fund of Russia

Policyholders with 25 or more employees can submit reports to the Pension Fund via the Internet. According to the changes that came into force in 2017, if a person violates the regulated procedure for submitting documentation, he is given a fine of 1,000 rubles.

On the official website of the fund, officials give citizens an answer on how to submit reports to the Pension Fund. There are 2 options for sending documents. To submit electronic reports to the Pension Fund, you must obtain a qualified electronic signature in the following ways.

At an accredited certification center

Before submitting the documentation, the policyholder:

  • Selects a suitable center that has state accreditation.
  • Concludes an agreement with representatives of the center for the provision of services for transmitting reports to the Pension Fund online.
  • Buys software for using digital signatures and encrypting electronic data.
  • Submits an application to the pension fund at the place of registration to connect to electronic document management.
  • Receives the electronic signature key in the center and begins interaction with the pension fund.

From representatives distributing software from accredited centers

Connection to the electronic data transmission system occurs in the following order:

  • Selecting an authorized representative from the list maintained by the territorial body of the Pension Fund and concluding an agreement with him for the provision of services.
  • Drawing up a power of attorney for the right to sign statements.
  • Obtaining consent from each employee to process personal data.

After sending the report to the Pension Fund, the policyholder is issued a receipt for the delivery of information. Based on the results of document verification, a control protocol is sent to the person.

Changes to the program for 2019

The Spu orb program is developed by programmers of the Orenburg pension fund. It is used to prepare the necessary reports to the Pension Fund and is free software. The product version changes in accordance with new changes in legislation. Please note that you must use the latest version of the software product and under no circumstances should you install previous versions of the product on the latest version!! That is, downgrading versions is prohibited; this will lead to failure of Spu orb.

As already said, the program is necessary for drawing up and submitting reports to the pension fund. Description of changes and additions:

Each enterprise must cooperate with the Pension Fund of Russia (PFR) by submitting all reports for its employees on time. Starting from 2011, reporting is required every quarter. Thus, the need arose to automate the process of collecting and submitting information to the Pension Fund.

Today, software for sending reports on employees to the Pension Fund is used in almost all modern enterprises. A novice entrepreneur faces a difficult choice of selecting the necessary software. It is necessary to understand which of all the programs for processing and submitting reports to the Pension Fund at this particular enterprise will bring the most benefit.

According to current legislation, reports can be submitted in person or in an electronic version. To switch to electronic document management, it is necessary to conclude an appropriate agreement with regulatory authorities.

Reporting software is selected by the manager depending on the required functions. The software can have only one function (for example, only transfer) or combine all functions at once, from drawing up documents to transferring them

The benefits of using reporting programs include:

  • You can submit documents until 21:00 (while paper versions are accepted only until 18:00, then the Pension Fund of Russia finishes its work and reports are not accepted);
  • You can rent directly from your office;
  • if the manager is not there, you can submit reports without waiting for him to put a stamp.

Such software programs have a function for filling out and reporting. Often information is downloaded directly from accounting software.

It is important to check that the format of the accounting program matches the format of the software for filling out electronic reporting.

If the company employs more than 25 employees, then reporting must be submitted strictly in electronic format. To submit electronic reporting you must:

  • generate the required package of documents;
  • check and correct all defects;
  • check reports for viruses and dangerous software;
  • transfer in encrypted form to the Pension Fund authorities.

For reporting

Special programs are designed specifically for the preparation, verification and submission of reports. By visiting the official website of the Pension Fund of Russia (PFR) you can get the recommended software for free. After the report is sent using one of the programs, a letter of receipt will be sent from the fund to the return address. If any errors are noticed, instead of a letter confirming receipt of data, you will receive a letter indicating the errors and asking for correction. The report must be corrected and submitted within the time period specified in the letter.

Ultimately, the policyholder from the Pension Fund receives a protocol for monitoring reporting. It is official, as it is certified by the electronic signature of the Pension Fund of Russia unit. In response, you need to send the same protocol, but already signed by the policyholder himself. These actions confirm that the document has been received.

To check the generated reports, you need to use two important software, these are CheckXML and CheckPFR. They are recommended for use by a resolution of the Pension Fund of Russia board. The applications approve the forms of the necessary documentation for personalized accounting and determine the format for ready-made files. The programs are provided free of charge for policyholders.

Thanks to them, ready-made reports can be easily checked. They have a built-in address classifier. They will show all the errors in the finished report.

CheckPFR and CHECKXML

CheckXML and CheckPFR software applications are now quite common due to their excellent functionality. Thanks to them, you can check already completed reporting for the Pension Fund. After which reports can be freely sent via the Internet or submitted on a storage medium. These programs allow you to be confident that all reporting has been compiled correctly. That is, such reporting in which there are absolutely no errors will be immediately accepted by the Pension Fund of Russia employees without any objections.

These programs for checking reports on insurance premiums are recommended for use by the Pension Fund of the Russian Federation. On the payer's workstation, these programs must be placed simultaneously and must be updated on time.

Download the software and install it in a separate directory. To test files, log into the program and specify the path to the files with reports that you want to check.

  1. Go to the “Data” section in the menu.
  2. You need to click on “PFR File Testing”.
  3. Then you can directly select the files that need to be tested.

The result of the check in a new window is a protocol that allows you to determine the presence or absence of errors. All errors made during registration, including previously generated files and accounting documents, are distributed according to the roughness code.

  • 10 – the situation does not occur very often, but it does occur, such a file can be accepted without any warning;
  • 20 – such a situation is undoubtedly possible, but it requires correction;
  • 30 – blocks and elements are arranged incorrectly, in addition, some mandatory parts of the reporting may be completely missing;
  • 40 – inappropriate codes and symbols were used in reporting;
  • 50 – the entire file structure is incorrect, a serious error.

If, after checking, the programs show that there are errors in the file, the territorial bodies of the Pension Fund of the Russian Federation will not accept it.

What does it check?

These types of software allow you to correctly compile and send several types of reports at once. This significantly saves time and protects against various types of errors during compilation. All information for documents (accounting, tax and pension) is automatically downloaded from the organization’s common database.

So what exactly do these two types of software check for?

CheckPFR

  1. Such documentation packages for personal accounting are SZV-6-1, ADV-6-2, SZV-6-4, SPV-1, SZV-6-2, ADV-11.
  2. Such forms of quarterly reporting as, RSV-2 and RSV-3.
  3. SZV-M.

This software checks the following files that came into effect in 2010.

  1. Form RSV-1 quarterly reporting.
  2. Such accounting documentation as SZV-6-4, ADV-6-5, ADV-6-2, SPV-1.
  3. RSV-2 and RSV-3

In addition, the program checks files for the Pension Fund with the following documents contained in them:

  • questionnaire data;
  • separate information for each person on earnings and work experience in the form SZV-6-1, SZV-6-2, SZV-6-3, ADV-6-3, SZV-4-1, SZV-4-2;
  • statements on the calculation of contributions to the insurance fund;
  • applications for a copy of the insurance certificate and its further exchange;
  • certificates in case of death;
  • forms for contributions to the insurance fund by voluntary consent.

Last changes

As stated earlier, these programs must be updated.

  1. The OKVED-2 classifier has been changed.
  2. The directory of all KLADR addresses has been updated.
  3. If the birth dates on the death certificates were before 1900, but not before 1880, then the result is a warning number 20. It is classified as too old or a special date. Although previously an error was thrown in this case.
  4. The code compliance check for settlement documents of 2014 and 2015 has been cancelled.
  5. In the birth data in the “Place of Birth” subsection, it is possible to indicate all 4 elements of this block. In this case, the system does not generate an error.

In the CheckPFR program:

  1. The verification of SZV-M documentation was carried out in accordance with the requirements of the updated format, which was approved by the resolution of the Pension Fund of Russia. We are talking about a resolution on the approval of new information for maintaining records of both an individual and personalized nature.
  2. In the SZV-STAZH form, checks were carried out against the album of information exchange formats.

Where to find the latest version and how to update it

The latest version of this software is on the official resource of the Russian Pension Fund. There you will also find detailed information about what they are, what is needed to launch, and more.

It is important to remember that software updates do not happen automatically. They are not equipped with their own update system. Therefore, every time before sending reports, you need to check for new or unreleased versions. If there is a new version, it is important to remove the previous one.
